Technically speaking, by-product HCL gas is absorbed by water or diluted HCL acid to generate 28% ~ 37% HCL acid, which will be desorbed further more to attain the pure HCL gas.
The concentration of desorbed azeotropic acid is between 17% ~ 21%, which could return to the absorption system for recovery.
